Does muting re-encode the video?

No. The video stream is copied without re-encoding (-c:v copy), so the process is fast and lossless. Only the audio track is discarded.

Can I add new audio to the muted video later?

Yes. The output is a standard MP4 without an audio track. You can add audio using any video editor, or combine it with an audio file using ffmpeg or similar tools.

Will this reduce the file size?

Yes — the file will be smaller by roughly the size of the audio track. For a typical video, audio accounts for 5-15% of the file size, so you'll see a modest reduction.
